In recent years, children's smart watches have attracted more and more attention from parents and society due to their functions such as precise positioning, high-definition calls, community and application services. But at the same time, problems such as illegal collection of information and deception to induce addiction are also becoming increasingly prominent. In order to further implement the relevant requirements for the protection of minors, under the guidance of the Bureau of Information and Communications Administration of the Ministry of Industry and Information Technology, the China Academy of Information and Communications Technology (hereinafter referred to as the "CAICT") plans to launch the "Child Care Program 2024" special work on the evaluation of the protection ability of children's smart watch users' rights and interests in the near future.
In the early stage, the CAICT communicated extensively with industry enterprises, in accordance with the Personal Information Protection Law, the Law on the Protection of Minors, the Ministry of Industry and Information Technology's Notice on Carrying out In-depth Promotion of Special Rectification Actions for APP Infringement of Users' Rights and Interests (MIIT Circular [2020] No. 164), the Ministry of Industry and Information Technology's Notice on Further Improving Mobile Internet Application Service Capabilities (MIIT Circular [2023] No. 26), and Information Security Technology Personal Information Security Specification (GB/T 35273-2020) and other laws, regulations and standards, developed professional testing tools, and constructed systematic evaluation indicators.
Children's Smart Watch User Rights Protection Ability Evaluation System
This evaluation covers major manufacturers and apps in the children's smart watch market, and the relevant evaluation results will provide reference for the industry and regulatory authorities. Industry enterprises are welcome to actively participate in creating a healthy and orderly development ecology.
