Under the new wave of rapid change and evolution of the new generation of information and communication technology, the development of science and technology has brought convenience to minors' use of the Internet, but also posed new challenges to the protection of minors online. The Party and the state have always attached great importance to efforts on the protection of minors, and the Party Central Committee with Comrade Xi Jinping at the core has repeatedly issued important instructions, instructions, and decision-making arrangements for efforts on the protection of minors, and has put forward clear requirements for strengthening efforts on the protection of minors.

In order to fully implement the important arrangements of the CPC Central Committee and the State Council on the protection of minors, and actively fulfill its mission, the China Academy of Information and Communications Technology (hereinafter referred to as the "CAICT") and a number of enterprises jointly compiled the TAF standard "Technical Requirements for Software for the Protection of Minors Online", aiming to give full play to the fundamental and leading role of standardization in high-quality development.

In January 2024, the China Academy of Information and Communications Technology, together with the Telecommunications Terminal Industry Association, officially launched the first batch of evaluation and certification of software for the protection of minors online, relying on the "Joint Working Mechanism for the Protection of Minors". The certification work is mainly based on the "Implementation Rules for the Certification of Software for the Protection of Minors Online" and the T/TAF 198-2023 "Technical Requirements for Software for the Protection of Minors Online", and is carried out from 12 sub-dimensions and 72 capability sub-items such as content requirements, identity management, duration management, ease of use, and stability.

HONOR Device Co., Ltd.'s online protection software "Healthy Use of Mobile Phones" (version 14.0.3.116) and "Healthy Use of Tablets" (version 14.0.3.116) have been evaluated to meet the requirements of testing standards and certification specifications, and have obtained the certification certificate of Internet protection software for minors. As system-level preset software, the two online protection software for minors not only have a variety of functions such as remote control, application control, usage time control, and content control to help guardians protect minors, but also link a variety of preset software to switch to minor mode to protect minors in an all-round way.

The issuance of software certification certificates for the protection of minors online plays an important role in strengthening the industry's awareness of the protection of minors online, guiding industry partners to jointly practice their duties to protect minors, and setting an example for the industry.
