Nigeria: NCC strengthens model approval and compliance management for devices with SIM card functionality

On September 9, 2026, the Nigerian Communications Commission (NCC) issued a press release announcing the establishment of an automated model approval compliance framework for devices with SIM card functionality, supported by the Device Management System (DMS) platform. This system includes a "Central Device Identity Registry" (CEIR) to record information on SIM card-enabled communication devices within Nigeria, including data such as the International Mobile Device Identification Number (IMEI). All SIM card-enabled communication devices must be registered before entering Nigeria. Unregistered devices will not be allowed to operate on Nigeria's networks. The implementation of this framework is divided into several phases. The first phase includes incorporating existing inventory devices into system management and registering and certifying newly imported SIM card-enabled devices.
