United States: FCC approved a ban on "non-reciprocal economies" testing laboratories

On October 29, 2026, the U.S. Federal Communications Commission (FCC) voted to approve the third report and order and NPRM in the series of amendments to the "Equipment Authorization Integrity" regulatory framework, which will prohibit the authorization of testing laboratories and telecommunications certification bodies (TCBs) in "non-reciprocal economies." According to the "Third Reporting and Order" FCC 26-73 issued on October 30, if a relevant country or region has not signed a Mutual Recognition of Conformity Agreement (MRA) or equivalent reciprocal trade agreement with the U.S., the FCC will no longer recognize testing laboratories, telecommunications certification bodies, or laboratory accreditation bodies within that country or region. This regulation is expected to take effect on December 1, 2026, and the requirement to withdraw laboratory authorizations in non-reciprocal economies will be enforced starting December 1, 2028.
