23 new products! The Ministry of Industry and Information Technology announced the new catalog of products for hazardous substances controlled in electrical and electronic products


Recently, after consultation with seven departments including the Ministry of Ecology and Environment, State Administration for Market Regulation, General Administration of Customs, and National Disease Control Bureau, the Ministry of Industry and Information Technology, the Ministry of Industry and Information Technology, updated and released the "Catalogue of Compliant Management for the Restriction and Compliance of Hazardous Substances in Electrical and Electronic Products (2026 Edition)" and its supporting documents in the form of an announcement, further expanding the types of hazardous substances controlled in electrical and electronic products and continuously strengthening control efforts.

To reduce the use of heavy metals such as lead and mercury and persistent organic pollutants like polybrominated biphenyls at the source, and in accordance with the departmental regulations "Administrative Measures for the Restriction of Hazardous Substances in Electrical and Electronic Products," in 2018, the Ministry of Industry and Information Technology issued the first batch of management catalogs including 12 products such as televisions, refrigerators, washing machines, computers, and mobile phones. Except for specific exemptions, all products in the catalog must meet the relevant standards for the restriction of hazardous substances. As of the end of April 2026, nearly 33,000 models of 12 types of electrical and electronic products have met control requirements. In 2025, standards related to restrictions on the use of hazardous substances will be upgraded from recommendative to mandatory. In 2026, the newly promulgated "Ecological Environment Code of the People's Republic of China" will explicitly include requirements for controlling hazardous substances in electrical and electronic products. To better implement relevant laws, regulations, and standards, and to adapt to the new situation of an increasingly diverse range of electrical and electronic products, rapid development of harmful substance reduction and substitution technologies, the Ministry of Industry and Information Technology has revised the catalog of hazardous substance control products and supporting documents in consultation with relevant departments.

The newly revised catalogue of hazardous substances control products adds 23 new products to the first batch of 12 products. It mainly includes: first, products for household and similar uses, which are increasingly common in daily life and work. For example, microwave ovens, rice cookers, water dispensers, projectors, portable power banks, and so on. Second, emerging and rapidly updated products that have evolved alongside the rapid development of information technology. For example, smart wristbands, watches, earphones, smart speakers, robot vacuum cleaners, electronic smart locks, servers, network switching routing devices, and more. Third, products with high consumer attention to safety and health attributes. For example, electronic toys and reading and writing desk lamps mainly for children and adolescents; electronic blood pressure monitors and blood glucose meters mainly for middle-aged and elderly people; and hearing aids mainly for people with hearing impairments. The new product control requirements in the new compliance management catalog will officially take effect on August 1, 2027.

Next, the Ministry of Industry and Information Technology will work with relevant departments to continuously optimize the top-level design of the control system for hazardous substances in electrical and electronic products, intensify policy promotion, strengthen implementation supervision, promote the reduction of harmful substances and innovative applications of alternative technologies, continuously meet consumers' green consumption needs, and continuously build a solid safety and health barrier around the people.

China Quality Certification Center issued a notice on the revision of the Restricted Use of Hazardous Substances (RoHS) certification rules


On January 4, 2026, the China Quality Certification Center (CQC) issued the "Notice on Revision of the Restricted Use of Hazardous Substances (RoHS) Certification Rules" on its official website, the main contents of which are as follows:

According to the voluntary certification filing requirements of the CNCA, the Product Certification Department of the China Quality Certification Center (hereinafter referred to as CQC) has completed the revision of CQC21-020304-2011 "Restricted Use of Hazardous Substances (RoHS) Certification Rules" according to the content of the standard changes, involving business category numbers: 130101, 130102, 130103. The revision content and implementation requirements are hereby notified as follows:

1. Main revisions

1) Adjust the certification mode as: product testing + initial factory inspection + post-certification supervision;

2) The name of the rule is changed to "Restriction of Use of Hazardous Substances (RoHS) Certification Rules";

3) According to the standard GB/T 26572-2011 (including the No. 1 amendment form), it is modified to GB 26572-2025;

4) Increase the content of initial factory inspection and certification supervision, and add Annex 1, factory quality assurance capability requirements.

2. Implementation requirements

1) From February 1, 2026, the new version of the rules shall be adopted to implement certification and issue international standard reports.

2) For products that have been certified according to the old version of the rules, the holder of the certification certificate (3-year certificate) can submit a change application to CQC, and CQC will update the international standard report according to the certification status of the enterprise, and replace the certificate after conformity assessment.

3) The one-year certificate can be transitioned naturally.

China's RoHS has been increased to 10 restricted substances


On June 29, 2024, the State Administration for Market Regulation (Standardization Administration of the People's Republic of China) issued the Announcement of Chinese National Standards No. 14 of 2024. 109 national standards and 4 national standard modification orders were approved.

Among them, the No. 1 amendment to the China RoHS standard GB/T 26572-2011 "Limit Requirements for Restricted Substances in Electrical and Electronic Products" includes four phthalates, namely di-n-butyl phthalate (DBP), diisobutyl phthalate (DIBP), butyl benzyl phthalate (BBP) and bis(2-ethyl)hexyl phthalate (DEHP), into the standard control, and the number of restricted substances in GB/T 26572-2011 has increased to ten. This requirement will be officially implemented on January 1, 2026.

Announcement of the CNCA on Adjusting the Applicable Standards for Testing Methods of the Conformity Assessment System for the Restriction of the Use of Hazardous Substances in Electrical and Electron


On January 25, 2024, CNCA released the Announcement No. 3 of 2024 on the official website of , which reads as follows:

Decided to adjust the testing method standards of the conformity assessment system for the restricted use of hazardous substances in electrical and electronic products from GB/T 26125 "Determination of Six Restricted Substances (Lead, Mercury, Cadmium, Hexavalent Chromium, Polybrominated Biphenyls and Polybrominated Diphenyl Ethers)" to GB/T 39560.1, GB/T 39560.2, GB/T 39560.301 and GB/T 39560.4, GB/T 39560.5, GB/T 39560.6, GB/T 39560.701, GB/T 39560.702, a total of 8 series of standards for the determination of certain substances in electrical and electronic products (hereinafter referred to as GB/T 39560 series standards). The relevant requirements are hereby announced as follows:

1. From March 1, 2024, the testing methods for carrying out conformity assessment activities for the restriction of the use of hazardous substances in electrical and electronic products shall be implemented in accordance with the GB/T 39560 series standards.

2. Before March 1, 2024, if the conformity assessment is completed in accordance with GB/T 26125, the standard conversion shall be completed by means of natural transition such as expiration renewal and product change.

3. Before March 1, 2024, products that have been shipped and imported do not need to be converted to standards.
