Vietnam: MST publishes a new version of the electromagnetic compatibility (EMC) standard QCVN 86:2025/BKHCN


On December 31, 2025, the Ministry of Science and Technology (MST) of Vietnam issued Circular No. 52/2025/TT-BKHCN, promulgating the National Standard for Electromagnetic Compatibility of Terminal Equipment and Auxiliary Equipment for Mobile Communication Systems (QCVN 86:2025/BKHCN), aiming to standardize the technical requirements for electromagnetic compatibility of equipment related to the field of information technology and telecommunications. The international standard corresponding to this standard is ETSI EN 301 489-52 V1.3.1. The new standard will come into effect on February 15, 2026, replacing the QCVN 86:2019/BTTTT standard issued by the former Ministry of Communication and Information. According to the provisions of the transition period, appicants can voluntarily choose to conduct testing and compliance declarations according to the new or old standards before December 31, 2026; From January 1, 2027, the new standards must be fully implemented for relevant equipment. For devices with specific HS codes (e.g., 8517.13.00, 8517.14.00, 8517.62.59), the new standard will replace the original QCVN 86:2019/BTTTT or QCVN 18:2022/BTTTT (EMC standard for wireless communications). It is worth noting that from September 16, 2026, the relevant technical requirements for GSM (2G and 2.5G) technology will no longer apply, marking the gradual phase-out of traditional communication technologies and promoting technological upgrading in Vietnam.

The MIC has issued a circular on technical regulations for short-range devices in the frequency range of 40 to 246 GHz


On October 28, 2021, the Ministry of Information and Communications (MIC) of Vietnam issued Circular No. 10/2021/TT-BTTTT along with Technical Regulation QCVN 123:2021/BTTT for short-range devices (SRDs) operating in the range of 40 – 246 GHz.

This technical regulation refers to the technical characteristics of the standard EN 305 550-1 V1.2.1 (2014-10) and the basic requirements of EN 305 550-2 V1.2.1 (10-2014). The standard will come into effect on July 1, 2022.

Vietnam: MIC Issuance Draft Circular will replace 02/2022/TT-BTTTT


On February 8, 2023, the Ministry of Information and Communications (MIC) of Vietnam issued a draft circular that will replace Circular 02/2022/TT-BTTTT "Regulations on the list of products and goods that may cause unsafe under the jurisdiction of the Ministry of Information and Communications". The MIC has added new standards, including the following:

  • QCVN 130:2022/BTTTT – RF EMC standard for wireless audio equipment;
  • QCVN 131:2022/BTTTT – EUTRA NB-IoT RF standard;
  • QCVN 132:2022/BTTTT – Safety standard for tablets, desktop computers and laptops, DECT telephones, set-top boxes and televisions;
  • QCVN 18:2022/BTTTT – RF EMC standard for radar 76-77 GHz and 5G;
  • QCVN 65:2013/BTTTT will be invalidated, and QCVN 65:2021/BTTTT will be enforced.

According to the new circular, the type approval certificate must be updated to the new standard and a test report for the new safety or EMC standard must be obtained. The draft notice will take effect on July 1, 2023.

Vietnam: MIC issued Circular 04/2023/TT-BTTTT


On May 31, 2023, the Ministry of Information and Communications (MIC) of Vietnam issued Circular No. 04/2023/TT-BTTTT, which will replace 02/2022/TT-BTTTT with the following main changes:

  • The following new standards are enabled:
    • QCVN 130:2022/BTTTT – RF EMC standard for wireless audio equipment;
    • QCVN 131:2022/BTTTT – EUTRA NB-IoT RF standard;
    • QCVN 132:2022/BTTTT – Safety standard for tablets, desktops and laptops, DECT phones, set-top boxes and televisions (this standard will be mandatory from January 1, 2024);
    • QCVN 18:2022/BTTTT – RF EMC standard for 76-77 GHz radar  and 5G mmWave;
    • QCVN 65:2013/BTTTT will be invalid, QCVN 65:2021/BTTTT will be mandatory;
  • NFC 13.56MHz, SRD 5.8GHz have been moved to Annex 2, so only DoC authentication is required;
  • Mobile phones will be required to support LTE after June 30, 2023.
  • 5G NR end devices must support both SA and NSA. Type approval certificates for 5G devices with 5G SA or 5G NSA only will remain valid until June 30, 2024;

According to the new circular, the type approval certificate must be updated to the new standard and a test report for the new safety or EMC standard must be obtained. While the expected effective date of this draft notice was 1 July 2023 when the MIC published this draft notice in February 2023, the final effective date is 15 July 2023.

Vietnam: MIC suspends the implementation of technical standards in Circular 04/2023/TT-BTTTT


On September 5, 2023, the Ministry of Information and Communications (MIC) of Vietnam issued a new Circular No. 10/2023/TT-BTTTT suspending some of the technical standards already implemented in Circular 04/2023/TT-BTTTT. The main points are as follows:

1) Suspend the implementation of all technical standards for the following products:

  • 5G mobile communication terminals: The mandatory implementation date of the standards QCVN 127:2021/BTTTT, QCVN 129:2021/BTTTT and QCVN 18:2022/BTTTT is December 31, 2023;
  • 76-77GHz radar equipment: standard QCVN 124:2021/BTTTT is enforced on June 30, 2024;

2) Suspend the implementation of the following product technical standard extreme/critical condition test requirements:

  • 9 kHz - 25 MHz Short Range Radio Transmitters: Standard QCVN 55:2011/BTTTT has a mandatory implementation date of December 31, 2023;
  • 2.4GHz broadband data transmission equipment: Standard QCVN 54:2020/BTTTT has a mandatory implementation date of December 31, 2023;
  • 5GHz Radio Access Devices: Standard QCVN 65:2021/BTTTT is enforced on December 31, 2023;
  • 920-923MHz LPWAN Devices: Standard QCVN 122:2020/BTTTT enforcement date is June 30, 2024;
  • 13.56MHz RFID devices and wireless charging devices: Standard QCVN 55:2011/BTTTT is enforced on June 30, 2024.

With the effective effect of Circular No. 10/2023/TT-BTTTT, the above products can be imported into Vietnam without testing under extreme/critical conditions. However, after the end date, the product will need to be recertified according to the applicable technical standards to maintain compliance.

Vietnam: MST issues Circular No. 41/2025/TT-BKHCN


On November 30, 2025, the Ministry of Science and Technology of Vietnam issued Circular No. 41/2025/TT-BKHCN, introducing a new national technical standard for wireless access equipment in the 6GHz frequency band. The notice also issued the "National Technical Standard for Wireless Access Equipment in the 6GHz Frequency Band", officially numbered QCVN 136:2025/BKHCN. The new standard applies to specific telecommunications equipment and devices under HS code 8517.62.51, i.e. Wi-Fi receivers and transmitters (Wi-Fi modems, Wi-Fi transmitters) for wireless LAN networks in the 6 GHz band (5925 MHz to 6425 MHz).

The new standard QCVN 136:2025/BKHCN will replace the previous standard QCVN 47:2015/BTTTT and will come into force on January 1, 2027. Click on this link to view the original text of Circular No. 41/2025/TT-BKHCN.

Vietnam: MST issues Circular No. 29/2025/TT-BKHCN


On November 13, 2025, the Ministry of Science and Technology of Vietnam issued Circular No. 29/2025/TT-BKHCN, replacing Circular No. 02/2024/TT-BTTTT, which specifies a list of potentially unsafe products that need to be regulated.

The key contents of the circular are as follows:

  • From July 1, 2026, mobile phones must comply with the relevant requirements of SAR in QCVN 134:2024/BTTTT; The mandatory SAR date for DECT cordless phones and RF-enabled tablets and laptops is July 1, 2027;
  • Wi-Fi 6E and Wi-Fi 7 devices in the 5925-6425 MHz band are subject to QCVN 47:2015/BTTTT and QCVN 96:2015/BTTTT requirements;
  • As of July 1, 2025, the QCVN 55:2023/BTTTT standard for NFC, RFID, and SRD no longer requires testing under extreme conditions;
  • As of July 1, 2025, the QCVN 54:2020/BTTTT standard for 2.4 GHz Wi-Fi and the QCVN 65:2023/BTTTT standard for 5 GHz Wi-Fi no longer mandate testing under extreme conditions (except for Wi-Fi modems/APs);
  • The following standards are added to the draft circular: QCVN 100:2024/BTTTT standard for terrestrial trunked radio (TETRA) equipment, QCVN 133:2024/BTTTT standard for NR and E-utra mobile communication base station equipment;
  • Industrial PCs with HS code 8471.41.90 are added to the list of mandatory SDoC products;
  • Base stations/satellite stations/other equipment weighing more than 300kg and using three-phase power supply require QCVN 18 (EMC) certification. MST accepts reports issued by overseas laboratories that are recognized by ILAC or mutually APAC MRA;
  • Bluetooth and Zigbee devices with output power below 60mW EIRP are exempt from type approval/SDoC certification;
  • All issued type approval certificates and declarations of conformity remain valid for the duration of their validity.

Vietnam: MST conducts public consultation on new technical regulations for Wi-Fi 6 GHz band wireless access devices


On October 30, 2025, Vietnam's Ministry of Science and Technology (MST) issued a public consultation on the development of a national technical regulation (QCVN xxx:2025/BKHCN) on wireless access equipment in the 6 GHz band, which applies to all wireless access devices operating in the 6 GHz band (5945-6425MHz). This draft QCVN refers to ETSI EN 303 687 V1.1.1 to define technical specifications and measurement methods for 6 GHz wireless devices:

After the new version of the technical regulations come into effect, organizations and individuals that manufacture, import or sell Wi-Fi 6E/7 devices in Vietnam must ensure that the devices meet all the technical requirements in the new version of the technical regulations and are verified by tests by accredited laboratories.

Vietnam: MST started public consultation on draft electromagnetic compatibility (EMC) standards


On October 6, 2025, the Ministry of Science and Technology (MST) of Vietnam solicited public comments on the Draft Circular on the Draft National Technical Regulations on Electromagnetic Compatibility of Terminals and Auxiliary Equipment, the Draft Announcement of Conformity Certification (QCVN) and the Instructions. This new draft EMC standard will apply to 2G, 3G, 4G, 5G NR, and LTE NB-IoT. The new standard QCVN 86:2025/BKHCN will be equivalent to EN 310 489-52 V1.3.1 (2024-11) and will come into force on January 1, 2026.

Between January 1, 2026 and December 31, 2026, devices using 2G, 3G, and/or 4G technologies can use QCVN 86:2019/BTTTT or QCVN 86:2025/BKHCN for SDoC processes; Devices using 5G NR and/or LTE NB-IoT technology can use QCVN 18:2022/BTTTT or QCVN 86:2025/BKHCN for SDoC processes. From January 1, 2027, all of the above devices will be required to apply for QCVN 86:2025/BKHCN to complete the SDoC process.

Vietnam: The Ministry of Science and Technology issued an announcement to revise the list of license-exempt devices


On March 31, 2025, the new Ministry of Science and Technology (MST) of Vietnam, which was formed by the merger of the former Ministry of Communications and Media (MIC) and the Ministry of Science and Technology (MOST), issued an announcement numbered 01/2025/TT-BKHCN amending the announcement 08/2021/TT-BTTTT issued on October 14, 2021. The revision expands the original 326.5kHz-340kHz wireless charging frequency band to 315kHz-400kHz, and adds and updates more technical requirements related to WLAN in the 6GHz frequency band.

The effective date of the announcement is May 15, 2025.
