Vietnam: MIC released public consultation regarding the additions to Circular 02/2024/BTTTT


On February 14, 2025, the Vietnam MIC released a draft to solicit public comments on the amendments and additions to Circular No. 02/2024/TT-BTTTT.

The circular sets out a list of potentially unsafe products and goods under VNTA. The main revisions to the draft are as follows:

  • Clarification of new standards (including updates), such as QCVN 100:2024/BTTTT for terrestrial trunked radio (TETRA) equipment, QCVN 133:2024/BTTTT for NR and E-UTRA mobile base station equipment, and QCVN 134:2024/BTTTT for SAR requirements; QCVN 135:2024/BTTTT for surveillance cameras using Internet protocols has been added to the new circular;
  • Surveillance cameras using Internet protocols were added as new product items that required type approval;
  • QCVN 134 on SAR requirements has been formally requested to apply to mobile computers/handsets from July 1, 2026 and to DECT phones, tablets, laptops/laptops from July 1, 2027;
  • Wi-Fi 6E, Wi-Fi 7 devices operating at 6 GHz are added as new product items subject to SDoC requirements, which require QCVN 47:2015/BTTTT (RF) and QCVN 96:2015/BTTTT (EMC) test reports. For devices operating in the 6.425 GHz to 7.125 GHz band, manufacturers must commit to turning this band off.
  • As of January 1, 2026, full testing of lithium batteries according to QCVN 101:2020/BTTTT will be required. Legacy local test reports typically include tests under QCVN 101:2020/BTTTT Clause 2.6 (on security). According to this requirement, the local test report must be re-obtained or all test items specified in QCVN 101:2020/BTTTT must be supplemented;
  • For some QCVNs exempted from extreme conditions testing by 30 June 2025 in accordance with Circular No. 02/2024/TT-BTTTT, the exemption period will be extended until 30 June 2026 if the local laboratory is still unable to perform extreme conditions testing;
  • According to this draft, type approval certificates issued after 15 July 2023 will continue to be valid until the end of their validity period. This may mean that type approval certificates issued before 15 July 2023 may be deemed invalid from the effective date of this circular.

The draft circular is expected to take effect on 1 July 2025.

Vietnam: MIC approves Technical Regulations on Network Information Security Requirements for Surveillance Cameras


Following a public consultation on August 23, 2024, on December 31, 2024, the Ministry of Information and Media (MIC) of Vietnam issued a circular numbered 21/2024/TT-BTTTT promulgating the National Technical Regulations on Basic Information Security Requirements for Surveillance Cameras Using Internet Protocols, QCVN 135:2024/BTTTT.

The conformity assessment must be carried out in accordance with Method 1 (Sampling Inspection), Method 5 (Type Testing Combined with Production Process Supervision) and Method 7 (Sampling Inspection and Evaluation of Batch Products) as set out in Circular Letter No. 28/2012/TT-BKHCN and its amendments. The circular will take effect on 15 February 2025. As of January 1, 2026, imported and domestically produced Internet Protocol surveillance camera equipment must comply with the provisions of QCVN 135:2024/BTTTT.

Vietnam: MIC officially released the multi-standard base station standard and related mandatory implementation requirements


On January 1, 2025, the Ministry of Communications and Media (MIC) of Vietnam issued the regulation No.20/2024/TT-BTTTT and technical standard QCVN 133:2024/2024/BTTTT NR and E-UTRA multi-standard mobile communication base station equipment. The specific requirements for the implementation of regulations and standards are as follows:

  • This regulation will come into force on February 15, 2025, and the relevant testing, certification and declaration of conformity shall be in accordance with the QCVN 133:2024/BTTTT standard;
  • Starting July 1, 2025, NR and E-UTRA multi-standard mobile base stations must comply with the QCVN 133:2024/BTTTT standard.

Vietnam: MIC officially released SAR standards and related mandatory implementation requirements


On January 1, 2025, the Ministry of Communications and Media (MIC) of Vietnam issued the regulation No.19/2024/TT-BTTTT and technical standard QCVN 134:2024/BTTTT the specific absorption rate of handheld and portable radio equipment. The specific requirements for the implementation of regulations and standards are as follows:

  • This regulation will come into force on February 15, 2025, and the relevant testing, certification and declaration of conformity shall be in accordance with the QCVN 134:2024/BTTTT standard;
  • For mobile phones, the mandatory date is July 1, 2026;
  • For other products to which QCVN 134:2024/BTTTT applies, the mandatory date is July 1, 2027.

Vietnam: MIC issued a draft circular on fixed services in the 71-76 GHz and 81-86 GHz bands


On October 25, 2024, the Ministry of Information and Communications of Vietnam issued the Draft Circular on the Allocation Plan for Radio Frequency Channels in the Fixed Service in the 71-76 GHz and 81-86 GHz Bands.

Vietnam: MIC conducted a public consultation regarding to 6GHz Wi-Fi


On October 21, 2024, the Ministry of Information and Communications (MIC) of Vietnam issued a public consultation on the proposed revision of Circular No. 08/2021/TT-BTTTTT. The Circular updates the specification for license-exempt radio equipment, and the proposed amendments will add the 5925 – 6425 MHz band to wireless local area networks (WLAN/RLAN).

The proposed revisions also outline power and spurious emission limits for Wi-Fi indoor and outdoor use in the band 5925 – 6425 MHz to prevent interference with existing licensed systems. The power limit for indoor use is 200 mW EIRP, while the power limit for outdoor use is 25 mW EIRP. These restrictions are often used in other countries to protect existing systems.

Vietnam: MIC has issued EMC technical regulations for terrestrial mobile radio equipment and terrestrial radio trunks


On October 25, 2024, the Ministry of Information and Communications (MIC) of Vietnam issued Circular No. 13/2024/TT-BTTTT, along with the National Technical Regulation on Electromagnetic Compatibility of Terrestrial Mobile Radio Equipment and Terrestrial Radio Trunks QVCN 100:2014/BTTTT. The effective date of the regulation is January 1, 2025, from January 1, 2025 to June 30, 2025, applicants can choose between QVCN 100:2015/BTTTT or QVCN 100:2014/BTTTT, and the latest standard must be used after June 30, 2025.

Vietnam: MIC announced a public consultation on the draft national technical regulation on basic cybersecurity requirements for surveillance cameras (QCVN 135:2024/BTTTT).


Against the backdrop of concerns about cyber information security and personal data disclosure risks, on August 23, 2024, the Ministry of Information and Communications (MIC) of Vietnam conducted a public consultation on the draft national technical regulations (QCVN 135:2024/BTTTT) on basic cybersecurity requirements for surveillance cameras. The main contents are as follows:

  • Scope: Surveillance camera equipment using Internet protocol;
  • Interested parties: manufacturers, importers;
  • Product and cargo description: video cameras, digital cameras that can be connected via an Internet protocol to perform partial or full surveillance and recording;
  • Compliance measures: compliance certification and declaration of conformity;
  • Recommended HS codes: 8525.60.00, 8525.81.10, 8525.81.90, 8525.82.10, 8525.82.90, 8525.83.10, 8525.83.90, 8525.89.10, 8525.89.90;
    • ETSI EN 303 645 v2.1.1 (2020-06) "Network; Cybersecurity for the Consumer Internet of Things: Benchmark Requirements";
    • ETSI TS 103 701 v1.1.1 (2021-08) Network; Cybersecurity for the Consumer Internet of Things: A Conformance Assessment of Benchmark Requirements"; Consumer IoT Cybersecurity: Conformance Assessment;
  • This circular will be effective as of 1 January 2026;
  • Governing body: Authority of Information Security (part of MIC).

Vietnam: MIC once again seeks comments on the draft SAR technical regulations and related regulations


The public consultation conducted on April 25, 2024 ended on June 25, 2024, and on July 8, 2024, the Ministry of Information and Communications of Vietnam again solicited comments on the draft QCVN 134:2024/BTTTT technical regulation and the draft corresponding regulatory announcement. The draft technical regulations specify limits and methods for measuring the specific absorption rate (SAR) of mobile phones. The regulations will apply to entities engaged in the manufacture, import, trade and operation of mobile phones in Vietnam. Technical regulations ensure that products meet safety requirements and specify SAR test procedures, including rapid SAR test methods.

The notice will come into force on July 1, 2025 and will be mandatory on July 1, 2026.

Vietnam: MIC has issued a new notice on the frequency band planning of mobile communication systems


On April 30, 2024, the Ministry of Communications and Media (MIC) of Vietnam issued a circular numbered 03/2024/TT-BTTTT to adjust the frequency band planning of mobile communication systems. The announcement is about Vietnam's deployment plan for IMT public terrestrial mobile communication systems in the frequency bands 1710-1785 MHz and 1805-1880 MHz, which has come into effect on June 10, 2024.

The circular aims to standardize the deployment of IMT-2000, IMT-Advanced, IMT-2020 and future standards in Viet Nam to ensure the efficient use of wireless frequencies.
