Vietnam: MST publishes new compliance guidance 14/2026/TT-BKHCN


On April 9, 2026, the Ministry of Science and Technology (MST) of Vietnam issued a notice on the new version of the compliance guidelines (14/2026/TT-BKHCN). The main contents of the notice:

  • The notice will take effect from May 25, 2026; Existing Type Approval Certificates (TACs), Declarations of Conformity (DoCs) and Marks of Compliance can continue to be used for the duration of their validity;
  • For ICT products such as mobile phone and base stations, the original 30/2011/TT-BTTTT must still be implemented in the near future. It is expected that MST will issue a new notice before July 1, 2026 to replace 30/2011/TT-BTTTT, or issue a new notice on the list of risk level management products, which is expected to officially abolish 30/2011/TT-BTTTT, marking the official transfer of ICT product certification management rights to STAMEQ
  • The compliance assessment principle is based on the product risk level and the TAC method shown in the QCVN. According to methods 2, 3, 5, and 6, the validity period of the newly issued TAC has been changed from 3 years to 5 years; Method 5 is now defined as type test + production process evaluation, which strengthens the audit requirements for the production system, that is, requires factory inspection;
  • For Declarations of Conformity (DoC), applicants need to obtain a conformity assessment notice from the national standards, metrology and quality database under the National Committee for Standards, Metrology and Quality (STAMEQ) under the MST;
  • Allow electronic compliance labeling (eLabel);
  • Added a new self-assessment report format with TAC and report issuer information.
