On May 21, 2026, the Ministry of Science and Technology (MST) of Vietnam issued a public consultation proposing to update regulations prohibiting the import and refurbishing of second-hand digital technology products and second-hand components. The ban restricts corresponding product categories through HS codes, including category 8471 for tablets and 8517 for mobile phones. The relevant provisions are basically consistent with the replaced 11/2018/TT-BTTTT regulation.
