Indonesia: KOMINFO publishes technical regulations for LTE and 5G NR


On July 25, 2024, Minister of Ministry of Communications and Informatics (KOMINFO) issued Nomor 352 Tahun 2024 on technical standards for telecommunications and/or mobile telecommunications equipment based on the Long Term Evolution Technical Standard and the International Mobile Telecommunications 2020 standard. This new regulation provides the following additional frequency bands for smartphones and other devices with WWAN capabilities supported by WWAN base stations:

  • LTE: subscriber stations and base stations B28 and B31; Repeaters: B1, B3, B5, B8, B28, B31 (without B40);
  • 5G subscriber stations and base stations: FR1 (n28), FR2 (n258).

Indonesia: SDPPI publishes SRD regulations


On May 13, 2024, Indonesia's General Directorate of Postal and Information Technology Resources and Equipment (SDPPI) issued Decree No. 260 of 2024 on Technical Standards for Short Range Equipment (SRD). The new regulations assign new frequencies to the following devices:

  • RFID for the 433-434.79 MHz and 2400-2483.5 MHz bands;
  • Ultra-wideband (UWB);
  • Wireless personal area networks (WPANs) in the bands 314-316 MHz, 433-434.79 MHz, 920-923 MHz;
  • cordless telephones;
  • wireless power transfer (WPT);
  • Intelligent Transportation Systems (ITS);
  • 169.400-169.475 MHz band for assistive listening devices;
  • medical devices in the 216-217 MHz and 402-405 MHz bands;
  • Radar sensor devices in the 57-64 GHz band.

Indonesia: SDPPI renews authorized laboratories for HKT and non-HKT products


On March 27, 2024, the Directorate General of Postal and Information Resources and Equipment (SDPPI) of Indonesia issued a regulation numbered NOMOR 109 TAHUN 2024, replacing NOMOR 11 TAHUN 2021 issued in November 2021.

The new regulation updates the list of HKT (mobile phone/PDA/tablet) and non-HKT (other products) authorized laboratories, as well as the following updates:

  • Overseas laboratories accredited by SDPPI are required to test telecommunication equipment in accordance with Indonesian national standards or other technical standards valid in Indonesia, with a summary of the results report page;
  • The release date of the test report will no longer be limited, but the date of release of the test report for HKT products shall not exceed 5 years from the date of submission of the application
  • The test site and laboratory scope must comply with this regulation, and the test report is not allowed at the on-site test site;
  • Laser safety is not covered by this regulation, so the laser safety test report must be carried out in a laboratory in Indonesia;
  • Regardless of the date of issue, a digital signature is required for all overseas test reports.

A number of laboratory locations of CTTL-T in Beijing are licensed by both HKT and non-HKT.

Indonesia: KOMINFO publishes new telecom certification regulations


On September 8, 2022, the Indonesian Ministry of Communications and Information (KOMINFO) conducted a public consultation on the amendments to the 2018 version of the Telecommunications Certification Regulations (NOMOR 16 TAHUN 2018). On February 23, 2024, KOMINFO published regulation NOMOR 3 TAHUN 2024, which replaces NOMOR 16 TAHUN 2018. The mandatory date of the regulation is 90 days after the date of issue, i.e. May 23, 2024. The main updates are as follows:

  • The report is valid for 5 years;
  • It is clarified that QR codes and warnings are part of the label, and although the 2018 version of the regulations has QR code and warning requirements, they are not part of the label. Examples of label text, QR codes and warnings are as follows:

  • In addition to the certificate number and company code required by the 2018 version of the regulations, the QR code also requires the product brand, product type and other data elements reflected in the certificate;
  • It is clear that the series of products of the same product type and RF specifications produced by the same brand manufacturer, and the power is less than 10mW, can be certified via family approval.

Indonesia: SDPPI began to enforce SAR standards


On March 7, 2024, Indonesia's Minister of Communication and Information, Budi Arie Setiadi, signed a regulation numbered NOMOR 177 TAHUN 2024 requiring the Directorate General of Resources and Posts and Telecommunications (SDPPI) to start performing SAR tests. The requirements for head SAR will be enforced from April 1, 2024, and body SAR and limb SAR will be enforced from August 1, 2024.

Indonesia: SDPPI publishes technical standards for antennas for telecommunications equipment


On December 18, 2023, the Directorate General of Postal and Information Resources and Equipment (SDPPI) of Indonesia has issued the Ministerial Decree KEPMEN KOMINFO No. 601/2023 on the Technical Standard for Passive Antennas. The regulation applies to the following antennas: international mobile telecommunications (IMT)-based base stations, microwave link equipment, wireless LAN equipment for backhaul and broadband wireless access equipment. The antenna mentioned above refers to a passive antenna without a radio unit, which is an external antenna that is installed or other external antennas that use connectors with cables or wave-guides.

This technical standard will be implemented from December 18, 2023. For antennas for wireless LAN equipment for backhaul with a gain of ≤16 dBi, this type of antenna will take effect six months after the entry into force of the Ministerial Order.
