Singapore: CSA and METI of Japan mutually recognize IoT cybersecurity programs

On March 18, 2026, the Cyber Security Authority (CSA) of Singapore issued a press release announcing that it had signed a Memorandum of Cooperation (MoC) with Japan's Ministry of Economy, Trade and Industry (METI). The two parties will mutually recognize the IoT Cybersecurity Labeling Scheme, namely CSA's CLS and METI's JC-STAR. The memorandum will officially enter into force on June 1, 2026.

The press release pointed out that Singapore has signed mutual recognition agreements on IoT security with a total of five countries, including Finland, Germany, South Korea, the United Kingdom and Japan.

Singapore: CSA updates mandatory requirements for residential routers

On March 2, 2026, Singapore's Cyber Security Authority (CSA) issued a press release announcing that the CSA and the Infocomm Media Development Authority (IMDA) will raise the mandatory cybersecurity requirements for residential routers from Level 1 to Level 2 of the Cybersecurity Labelling Scheme (CLS) by the end of 2027.

Singapore: IMDA launches public consultation on eUICC technology

On 20 March 2026, the Infocomm Media Development Authority (IMDA) of Singapore launched the following public consultationd:

  • Technical Specification for eUICC Subscription Management Technology - Consumer Device;
  • Technical Specification for eUICC Subscription Management Technology - M2M Device;
  • Technical Specification for Provisioning of eUICC Subscription Management.

The content of this consultation on technical specifications includes: software and hardware configuration requirements for M2M (or Internet of Things) devices and consumer devices using eUICC technology when implementing the "M2M Remote SIM Provisioning" function; and security and functionality requirements for consumer and M2M servers deployed in Singapore.

Singapore: IMDA publishes technical specifications for cellular mobile terminals

On March 6, 2026, the Infocomm Media Development Authority (IMDA) of Singapore published the Technical Specification for Cellular Mobile Terminals (IMDA TS CMT Issue 1 Rev 4). Updates to the specification include:

  • From December 31, 2026, all phones must disable 2G networks by default;
  • From April 1, 2026, all mobile phones must have emergency community broadcasting functions;
  • Devices that reach the end of product life (EOL) before the above date are not subject to the above requirements.

Singapore: CPSO issues notice reminding registered suppliers of compliance obligations and possible penalties

On 10 November 2025, the Singapore Consumer Product Safety Office (CPSO) issued a notice numbered CPSO-101125-22 to Registered Suppliers (RS). The main contents of the notice are as follows:

  • Reminder that registered controlled goods (CGs) may face supply suspension or prohibition if they are non-conforming or unauthorised modifications;
  • It is an offence to supply or advertise suspended/banned CGs for the purpose of supply, and the offender is liable to a fine of up to US$10,000 or imprisonment for 2 years (or both);
  • Clarify that RS needs to update the technical documents related to CGs modifications (technical modifications need to be re-certified/registered) and provide technical documents upon request within 7 days (violators will be fined up to $2,000 or 12 months in prison);
  • CGs registration is valid for 3 years and must be renewed 6 months before expiration.

CPSO regulates 33 categories of household appliances, electronic and gas appliances and accessories, including adapters for ICT products including audio, video and computers.

Singapore: IMDA publishes CMT and CBS technical standards

On December 11, 2024, IMDA published the IMDA CMT Technical Standard (IMDA TS CMT, standard for cellular terminals) and the IMDA CBS Technical Standard (IMDA TS CBS, standard for cellular base stations).

Singapore: IMDA updates its 3G network withdrawal plan

Following the announcement of the Infocomm Media Development Authority (IMDA) of Singapore on 26 July 2023 on the gradual withdrawal of 3G networks from 31 July 2024, IMDA announced the progress of the relevant decommissioning on 24 July 2024:

  • Operator M1 has migrated all users to 4G/5G networks, and will gradually complete the retirement of 3G network equipment from August 1, 2024. Other operators will gradually retire their 3G networks from November 2024.
  • IMDA will stop importing or selling mobile devices up to 3G starting in February 2025.
