United States: The FCC has included some unmanned aerial systems (UAS) and critical components in the covered list
Officially published at:2025-12-22On December 22, 2025, the Federal Communications Commission (FCC) updated the covered list to include foreign-made unmanned aerial systems (UAS) and critical components and "continue to be in effect." According to a media press release issued by the FCC, foreign-made unmanned aerial systems (UAS, commonly referred to as drones) pose a threat to national security. New equipment included in the covered list may not be authorized by the FCC and may not be imported into the United States for use or sale. This update does not prohibit the import, sale, or use of existing equipment models that have previously been approved by the FCC.
The FCC also decided on December 23, 2025, to postpone the processing of applications for the following authorization codes: 2AGNT (Shenzhen Auto Robot Co., Ltd.); 2ANDR (Shenzhen DJI Lingmu Technology Co., Ltd.) and SS3 (Shenzhen DJI Innovation Technology Co., Ltd.).

United States: FCC updates KDB 986446 D01 v04 to strengthen designated U.S. agent requirements
Officially published at:2025-12-08On December 8, 2025, the FCC released a new version of KDB 986446 D01 v04, with the following main updates:
- TCB is required to conduct substantive due diligence on the U.S. designated agent information specified in the device certification to verify that the agent has a true and valid U.S. physical mailing address, is physically located at that address and can be legally served, and has written consent to act as an agent. If the information cannot be verified, TCB shall not accept the agent. TCBs are required to enter relevant contact information into the non-technical contact column of FCC Form 731 effective December 15, 2025, while still requiring it to be submitted as an attachment.
- The manufacturer must designate a true, legally serviceable U.S. desinated agent to ensure that the address provided is not a virtual or nominal address and obtain the express written consent of the agent; If the agent information is untrue or unverifiable, it will directly affect the acceptance and progress of the equipment authorization application.

United States: FCC issues proposed rule on equipment authorization program regarding covered list
Officially published at:2025-12-04On December 4, 2025, the Federal Communications Commission (FCC) issued a proposed rule (NPRM) on protecting the communications supply chain from national security threats through the Equipment Authorization Program. The NPRM will prohibit the relevant covered enterprises from equipment authorization through SDoC procedure and prohibiting relevant covered enterprises from equipment authorization through modifications, and authorization program for the SDoC and modifications procedures of relevant enterprises will need to complete the equipment certification process.

United States: The FCC has released its draft second report and order on the Cover List
Officially published at:2025-10-07On October 7, 2025, the Federal Communications Commission (FCC) released the agenda for October Commision open meeting which included a draft second report and order on the Covered List and a draft second further notice of proposed rulemaking. The main contents of the draft second report and order include:
- Clarifying module equipment is also a "covered" device;
- Device certification based on "covered" module equipment is prohibited;
- Establish procedures to prohibit the import and marketing of "covered" equipment that has been issued;
- Modifications to "covered" equipment are prohibited.
The second futher notice of proposed rulemaking will seek opinions on the definition of "critical infrastructure" and how to strengthen the prohibition of "covered" equipment entering the market.
Although the draft second report and order is not voted on and released, FCC Chairman Brendan Carr said on October 10, 2025 that major e-commerce platforms had completed the cleanup of "covered" devices and that millions of affected devices had been removed from the shelves.

United States: The FCC has canceled the authorizations of some Chinese state-owned laboratories under the newly effective prohibition list regulations

United States: FCC Publishes Small Entity Compliance Guidelines

This guidance is intended to help small businesses, small nonprofits, and small government jurisdictions comply with the rules adopted in FCC 25-27 and ET Document No. 24-136. The guidance reiterates the requirements of FCC 25-27 and does not have new regulatory requirements.

United States: FCC reports and orders on enhanced equipment authorization program have been officially published as regulations
Officially published at:2025-08-07Following the FCC's May 27, 2025, Report and Order No. 25-27 on "Promoting the Integrity and Security of Telecommunications Certification Bodies, Measurement Facilities, and the Equipment Authorization Program" and further proposed rules on its website, the Report and Order section of the FCC 25-27 was officially published on the Federal Register website as a regulation on August 7, 2025, and the main part of the regulation will take effect on September 8, 2025. The content of the regulations is largely consistent with FCC 25-27, but the requirements for laboratory certifying as a non-prohibited entity have been postponed indefinitely. The postponement is mainly due to the need for the approval of the U.S. Office of Management and Budget, which typically has an approval cycle of about 5 months, and the approval process has not yet been initiated.

United States: FCC Publishes Further Proposed Rules for Docket No. 24-136

The proposed rules include a ban on authorization of laboratories, TCBs, and accreditation bodies located in foreign adversarial countries, while the discussion section of the document includes restrictions on SDoC testing in FCC-authorized laboratories and TCBs should conduct market surveillance of each other.

USA: FCC Public Consultation on Extending Volume Control Partial Waiver Requirements for HAC Testing
Officially published at:2025-07-08On July 8, 2025, at the request of CTIA, the U.S. Federal Communications Commission (FCC) launched a public consultation on the extension of a temporary volume control standard for the certification of hearing aid compatibility for mobile phones. In the order numbered DA-23-914, the waiver requirement is in effect until September 29, 2025. In the request document submitted to the FCC, CTIA also mentioned that the revision of the new volume control standard is expected to be completed in the first half of 2026, so the extension waiver request is still recommended to be provisional.

United States: The FCC issued two announcements on strengthening the equipment regulatory process and identifying the impact of foreign adversaries on the communications industry
Officially published at:2025-05-27Following the FCC's discussion and adoption of two bills on strengthening the equipment regulatory process and identifying the impact of foreign adversaries on the communications industry at its public meeting on May 22, 2025, the official content of the relevant bills was officially released on the FCC website on May 27, 2025, with the following main contents:
- FCC 25-27: The two-part decision of the announcement, with Appendix A to be issued in accordance with the final rule, will prohibit entities on multiple lists and entities controlled by foreign adversary countries as defined by the U.S. Department of Commerce (10% or more of the state-owned assets) from participating in the FCC equipment certification process as FCC testing laboratories, TCBs, and accreditation agencies; Appendix B is a solicitation of comments considering whether to further prohibit all entities in the territory of a foreign adversary country from participating in the FCC equipment certification process;
- FCC 25-28: Comment on the requirement for all entities authorized by the FCC to submit ownership information, the reporting threshold is likely to refer to the 5% threshold adopted in FCC 25-27.
Both announcements are not currently posted on the Federal Register website, and a comment period will be provided after they are posted. These two policies will have a greater impact on the domestic information and communication industry, and it is recommended that relevant enterprises and institutions pay close attention and actively give feedback during the consultation period to defend their own rights and interests.
