South Africa: ICASA Delineates the "Innovation Spectrum"
Officially published at:2026-05-22Following the public comment launch on March 28, 2026, the South African Independent Communications Authority (ICASA) issued regulations on May 22, 2026, in Government Gazette No. 54718 regarding dynamic spectrum access and opportunistic spectrum management for the 3800–4200 MHz and 5925–6425 MHz "innovative spectrum".
According to the new regulatory framework:
- The 5925–6425 MHz band (also known as "Lower 6 GHz" or Lower 6 GHz) has been designated as "Innovative Spectrum Frequency Range 2" (ISFR2) and will be subject to a license-free usage policy. Provided regulatory requirements are met, wireless Internet Service Providers (WISPs), private network operators, community networks, and Wi-Fi deployments can all use this band;
- The 3800–4200 MHz band is designated as "Innovative Spectrum Frequency Range 1" (ISFR1). The use of ISFR1 still requires compliance with spectrum licensing and licensing requirements, but its management will adopt a dynamic spectrum access (DSA) framework rather than the traditional exclusive spectrum allocation method.

South Africa: ICASA launches public consultation on dynamic spectrum access and innovative spectrum frequency ranges
Officially published at:2025-03-28On 28 March 2025, South Africa's Independent Communications Authority (ICASA) launched a public consultation on dynamic spectrum access and opportunistic spectrum management for the innovative spectrum frequency ranges 3800-4200 MHz and 5925-6425 MHz. The public consultation referred to 3800-4200 MHz as ISFR 1 and 5925-6425 MHz as ISFR 2. For each frequency band, the equipment deployment height, EIRP and power spectral density (PSD) limit requirements are given for different environments (indoor, urban outdoor, rural outdoor).
