In order to further improve the compulsory product certification system, implement the main responsibility for product quality and safety, prevent illegal acts such as counterfeit certification marks and false certifications, and facilitate the public and regulatory authorities to inquire about the relevant information of certified products and producers through the compulsory product certification mark (hereinafter referred to as the CCC mark), the CNCA has decided to implement pilot reforms on the CCC mark specifications and additional requirements for power banks and other products, and hereby announces the relevant matters as follows.

1. Pilot products

Mobile power banks (power banks), electric bicycles and safety accessories, gas combustion appliances and safety accessories in the mandatory product certification catalogue.

2. Pilot work items

(1) CCC logo specifications and management requirements for pilot products

On the >basis of implementing the "Management Requirements for Compulsory Product Certification Marks", the designated certification body and certified enterprises should mark the traceability QR code on the right side of the CCC logo pattern of the pilot product, which is adjacent and inseparable, and the pattern should be clear and complete. The specification of the CCC logo of the pilot product is shown in the legend description in the attachment.

The traceability QR code should comply with the QR code rules for certification certificates in the "Requirements for the Administration of Compulsory Product Certification Certificates" or the "Standard Specification CCC Mark Traceability Coding Rules" (Secret Letter [2023] No. 36). The printed/molded CCC logo traceability QR code is provided by the designated certification body to the certified enterprise when issuing the CCC certification certificate. The standard specification CCC mark traceability QR code is added by the designated certification body when organizing the printing of the logo.

The public, regulatory authorities and other relevant parties can obtain the corresponding certified product information by scanning the traceability QR code, including the certification certificate number, producer name, product specification and model, certificate status, issuing institution, etc.

(2) Pilot work arrangements

From March 1, 2026, products that have newly obtained CCC certification in the field of pilot products should be marked with CCC traceability QR codes in accordance with the requirements of this announcement before they can be shipped, sold, imported or used in other business activities.

From March 1, 2027, all certified products corresponding to the pilot product field should be marked with CCC traceability QR codes in accordance with the requirements of this announcement before they can be shipped, sold, imported or used in other business activities.

Before March 1, 2027, products that have been certified in the pilot field that have been added with the CCC mark in accordance with the current requirements and are shipped, sold, imported or used in other business activities will not be required to change the logo.

3. Relevant work requirements

All designated certification bodies should further strengthen and improve the management of CCC marks, establish a certification management information platform that meets the requirements of pilot work, and ensure the effective verification of CCC mark traceability QR code information. During the pilot work, each designated certification body should promptly provide the pilot product certification enterprises with traceability QR code electronic documents or standard specifications of CCC marks with traceability QR codes to guide the certified enterprises to use the CCC mark correctly; The use of the CCC mark of certified enterprises is the key inspection content in the post-certification supervision work, understand and master the production of certified products, strengthen the risk control ability of certified products, and ensure the effective implementation of the pilot work.

When applying the CCC mark to the pilot product certification enterprises, it should strictly follow the "Mandatory Product Certification Certificate Management Requirements" and the requirements of this announcement, establish the logo use and management system of the unit, ensure that the QR code information is consistent with the certified product information, and record and archive the use of the logo.

According to the issued by the State Council on June 29, 2023, "Several Measures to Promote Institutional Opening-up in Pilot Free Trade Zones and Free Trade Ports with International High Standards". On March 4, 2024, the China Quality Certification Center issued the country's first compulsory product certification (CCC) certificate for electromagnetic compatibility using self-declaration evaluation method for Shanghai Hewlett-Packard Trading Co., Ltd. The pilot areas mentioned in the measures include Shanghai, Guangdong, Tianjin, Fujian, the Beijing Pilot Free Trade Zone and the Hainan Free Trade Port, and the products involved are information technology equipment products.

In order to implement the requirements of the Announcement of the CNCA on Improving the Management of Compulsory Product Certification Certificates and Marks (No. 12 of 2023), the China Quality Certification Center issued a notice on December 26, 2023 that it will issue certificates and issue electronic certificates in accordance with the requirements of the above announcement from January 1, 2024. The main points are as follows:

1. the new version of the certificate style: the new version of the compulsory product certification certificate style is detailed in the official website of the China Quality Certification Center (www.cqc.com.cn) certification sample section, including Chinese version and English version.

2. E-certificate document format: It is recommended that the authentication client only obtain the e-certificate. The electronic certificate document format is issued in accordance with China's electronic document exchange and storage format standards, and the OFD (Open Fixed-layout Document) document format is used to issue electronic certificates. You can use OFD professional tools such as Kingsoft WPS (https://www.wps.cn/) and Digital OFD Reader (http://www.suwell.cn/) to view the information of the electronic certificate and verify the electronic signature information of the certificate.

3. Implementation arrangement: From 1 January 2024, certificates will be issued and electronic certificates will be issued in accordance with the above requirements.

4. Note: This adjustment does not involve the requirement of renewal of issued certificates. For CCC certification certificates issued before January 1, 2024 and electronic certificates in PDF file format, the electronic certificates in the new format and OFD document format will be replaced with the renewal of certificates and certificate changes.

In accordance with the relevant requirements of the "Opinions of the General Office of the State Council on Deepening the Reform of the Management System of the Electronic and Electrical Industry" (Guo Ban Fa [2022] No. 31), the State Administration for Market Regulation has decided to implement compulsory product certification (CCC certification) management for lithium-ion batteries and battery packs, mobile power supplies and power adapters/chargers for telecommunications terminal products used in electronic and electrical products (hereinafter referred to as newly included products), and the relevant requirements are hereby announced as follows:

1. From August 1, 2023, the designated certification body will begin to accept the CCC certification entrustment of the newly included products, and carry out the certification work in accordance with the applicable standards listed in the "Compulsory Product Certification Implementation Rules Information Technology Equipment" and the annex; The new inclusion in the list of designated certification bodies and laboratories for products will be announced separately.

2. The scope of CCC certification for newly included products is detailed in the annex. Among them, for lithium-ion batteries and battery packs used in electronic and electrical products, CCC certification is carried out for lithium-ion batteries and battery packs for portable electronic products at this stage, and CCC certification is carried out in a timely manner for lithium-ion batteries and battery packs used in other electronic and electrical products.

3. In view of the GB31241-2022 "Safety Technical Specifications for Lithium-ion Batteries and Battery Packs for Portable Electronic Products" will be mandatory on January 1, 2024, in order to reduce the cost of obtaining certification for enterprises, the designated certification body will carry out CCC certification of relevant products in accordance with this standard.

4. Under the premise of controllable certification risks and ensuring the quality of certification, designated certification bodies and laboratories should actively adopt the existing conformity assessment results to reduce the burden on enterprises and facilitate enterprises to obtain certifications.
