Indonesia: KOMDIGI seeks comments on the new technical standard for land mobile radio communication equipment, RKM


On July 23, 2025, KOMDIGI launched a public consultation on the New Technical Standard (RKM) for land mobile radio communication equipment. The main contents of the RKM are as follows:

  • Electromagnetic compatibility (EMC) requirements are updated to comply with the international standard CISPR 32 or ETSI EN 301 489;
  • Electrical safety requirements updates follow IEC 60950-1 or IEC 62368-1;
  • Land mobile radio equipment is divided into three categories: conventional radio equipment, trunking radio equipment and special mobile radio equipment;
  • Conventional radio equipment and trunking radio equipment are divided into four categories: handheld, mobile, base station/repeater, and radio modem;
  • The
  • limits on the operating frequency of devices have been adjusted from the previous broad range (e.g., the previously allowed operating frequency of UHF equipment was 300 - 3000 MHz) to the adjustment based on the allocation of the Indonesian Frequency Allocation Table (TASFRI) and the popularity of the equipment produced by the supplier (e.g., in this RKM, only UHF devices are allowed to operate at frequencies of 300 - 470 MHz, not devices of 450 - 512 MHz);
  • Test parameters are limited to those that can avoid harmful interference, including operating frequency, channel spacing, conducted output power, stray emissions, and frequency error/frequency stability. Other test parameters, including temperature, impedance, and modulation, are omitted;
  • Test methods that comply with international standards have been added.

Indonesia: KOMDIGI repealed some technical regulations for telecommunications equipment


On June 12, 2025, the Directorate General of Digital Infrastructure (DJID) of the Indonesian Ministry of Communication and Digital issued Regulation Number 1 of 2025 on the Regulation of the Directorate General concerning the Withdrawal of Technical Requirements for Telecommunications Tools and/or Telecommunications Equipment.

This revocation coincides with the development of a series of new regulations, including:

  • Regulation No. 601 of 2023 of the Minister of Communications and Information Technology on technical standards for antenna telecommunications equipment;
  • Decree of the Minister of Communications and Information Technology No. 5 of 2024 on technical standards for non-cellular low-power WAN equipment;
  • Decree of the Minister of Communications and Information Technology No. 260 of 2024 on technical standards for short-range equipment;
  • Decree of the Minister of Communication and Digital Number 12 of 2025 on Technical Standards for Radio Spectrum Based on Category Licensing and Telecommunications Equipment and/or Telecommunications Installations in Radio Local Area Networks.

With the promulgation of the new regulations, from June 12, 2025, several technical regulations have been declared repealed and no longer valid, including:

  • SDPPI Decree No. 268/DIRJEN/2001 on Radio (Outdoor) Technical Requirements for Wireless Local Area Networks;
  • SDPPI Decree No. 42/DIRJEN/2006 on technical requirements for antenna tools and devices;
  • SDPPI Decree No. 44/DIRJEN/2006 on technical requirements for cordless telephone equipment and devices;
  • SDPPI  Regulation No. 3 of 2019 on Technical Requirements for Low-Power Wide-Area Telecommunications Tools/Equipment;
  • SDPPI Regulation No. 4 of 2019 on Technical Requirements for Telecommunications Tools/Equipment for Dedicated Short-Range Communications;
  • SDPPI Regulation No. 3 of 2020 concerning Technical Requirements for Telecommunication Tools/Equipment for Automotive Short-Range Radar Systems.

Indonesia: KOMIDIGI changes the format of the declaration of conformity for telecommunications equipment certification


On July 15, 2025, the Directorate General of Digital Infrastructure (DJID) of the Ministry of Communication and Digital Affairs of Indonesia issued Circular Number 3 of 2025 on Changes to the Format of Declaration of Conformity for Technical Standards for Telecommunications Tools and/or Equipment. This circular is open to all applicants applying for certification of telecommunications tools and/or equipment and aims to implement the provisions of Regulation No. 3 of the Ministry of Communication and Information of 2024. In this regulation, a declaration of conformity is one of the documents that must be submitted and evaluated during the certification application process.

This format change aims to improve efficiency and speed up the certification assessment process. All certification applications submitted from 1 August 2025 onwards shall use the new Declaration of Conformity format set out in Annex I to the Circular. Applications submitted after August 31, 2025, will be rejected if they do not adopt the new format.

Indonesia: KOMDIGI expands compliance requirements for telecommunications equipment


On July 7, 2025, the Indonesian Ministry of Communications and Digital Affairs (KOMDIGI) issued a draft ministerial decree listing telecommunications tools and other equipment with telecommunication capabilities that must comply with Indonesian technical standards and be certified. This move aims to implement the provisions of Article 33 of the Ministry of Communications and Information Regulation No. 3 of 2024 on the certification of telecommunications equipment.

The draft covers the following:

  • Identification of a list of telecommunications equipment and/or telecommunications equipment that must comply with technical standards, including other tools and/or equipment with telecommunications functions;
  • The list of telecommunications equipment and/or telecommunication devices and other tools and/or equipment with telecommunication functions shall be compiled on the basis of the customs HS code in accordance with the provisions of laws and regulations;
  • The introduction of the customs HS code in the Ministerial Decree is only used as a means of administrative supervision, and is not used as a reference for determining the HS code of the type of goods in the customs settlement process.
  • If telecommunications equipment and/or telecommunications installations and other tools and/or equipment with telecommunications functions are not already listed in the annex to this Ministerial Decree, they are still required to comply with the technical standards;
  • This draft Ministerial Decree shall enter into force within 30 (thirty) calendar days from the date of its determination.

Indonesia: KOMDIGI publishes technical standards for IMT telecommunication equipment and wireless equipment


On May 23, 2025, the Ministry of Communication and Digital Affairs (KOMDIGI) of Indonesia issued Decree No. 204 of 2025 on the technical standard for telecommunications equipment and/or broadband wireless access telecommunication equipment based on the IMT-2020 technical standard. The decree covers technical standards for terminals and base station equipment in the 5G n50 band (1432-1517 MHz, TDD).

Indonesia: DJID to introduce 2600MHz band for 4G and 5G (Band 41)


On May 15, 2025, Indonesia's Directorate General for Digital Infrastructure (DJID, formerly SDPPI) released a public consultation on its official website on the introduction of the 2600MHz band. The draft specifies that TDD technology will be used for the 2500-2690MHz frequency band, that is, corresponding to Band 41 (2496-2690MHz).

Indonesia: DJI seeks comments on the timing of the implementation of CISPR 35 and the transition period


On June 4, 2025, Indonesia's Directorate General for Digital Infrastructure (DJID) solicited comments from manufacturers on the implementation details of CISPR 35. The main comments solicited include:

  • The manufacturer's current CISPR 35 testing status, such as the expected number of projects and typical cycles;
  • The length of the transition period that manufacturers wish to begin with the disclosure of CISPR 35 testing in Indonesia on May 16, 2025.

Indonesia: KOMDIGI will conduct local testing of most telecom equipment in 2026


On June 4, 2025, the Ministry of Communications and Digital Affairs (KOMDIGI) of Indonesia issued an announcement announcing plans to move most of the telecom equipment testing to the country by the end of 2026. With the establishment of the Indonesian Digital Testing Center (IDTH), Indonesia has the capacity to conduct tests domestically in accordance with international standards.

Indonesia: Mutual Recognition Arrangement (MRA) for Telecommunications Equipment Testing Laboratories with South Korea


On May 27, 2025, Indonesia's Ministry of Communications and Digital Affairs (KOMDIGI) officially launched the Mutual Recognition Arrangement (MRA) for telecommunications equipment testing laboratories with South Korea. Indonesia has accepted and approved two South Korean testing laboratories under this mutual recognition arrangement.

Indonesia: KOMDIGI issued Decree No. 45 of 2025


On February 18, 2025, KOMDIGI, Indonesia, issued Decree No. 45 of 2025 on technical standards for telecommunications equipment and/or cellular mobile telecommunication equipment based on the Global System for Mobile Communications and the International Mobile Telecommunications International 2000 technical standard. Updates to the technical standard include the addition of the 850 MHz band for GSM. Test reports issued in accordance with the original PERDIRJEN SDPPI No. 5 can still be used, provided that they do not conflict with the terms specified in the technical standards.

The decree entered into force 6 months after the stated date, on August 18, 2025.
