Canada: ISED RSS-199, Issue 4


On July 20, 2023, Innovation, Science and Economic Development Canada (ISED) published RSS-199 Issue 4, Broadband Radio Service (BRS) Equipment Operating in the 2500–2690 MHz Band, which replaces RSS-199 Issue 3. The main changes are as follows:

  • Paired and unpaired spectrum plans for the 2500-2690 MHz band have been added to Tables 1 and 2, respectively
  • Table 3 adds the maximum transmit power requirements for fixed stations and base stations for non-AAS and AAS equipment;
  • The total radiated power requirement for unwanted emissions is added in Section 5.6;
  • Add definitions to clarify the terminology used;
  • Adjust to the latest RSS standard structure;
  • Other editorial changes and revisions made to improve clarity.

With this standard update, ISED still provides a six-month transition period, and manufacturers can choose to test in Issue 3 or Issue 4 until January 20, 2024.

Canada: ISED publishes RSS-247, Issue 3


On August 3, 2023, Innovation, Science and Economic Development Canada (ISED) published RSS-247 Issue 3, Digital Transmission Systems (DTS), Frequency Hopping Systems (FHS) and License-Free Local Area Network (LE-LAN) Devices, which replaces RSS-247 Issue 2. The main changes are as follows:

  • Section 2.1 has been added to include information about the entry into force of the standard;
  • Section 6.2 has been modified to clarify that different measurement methods can be applied depending on the operating frequency range of the device;
  • Added section 6.2.5 on the requirements for devices operating at 5850-5895 MHz and channels with frequency ranges spanning 5850 MHz
  • Section 6.2.5.1 has been added to provide general information and definitions;
  • Section 6.2.5.2 has been added to determine the power limits of devices operating in the 5850-5895 MHz band;
  • Section 6.2.5.3 has been added to determine the unwanted emission limits for devices operating in the 5850-5895 MHz band;
  • Other editorial changes and revisions made to improve clarity.

With this standard update, ISED still provides a six-month transition period, and manufacturers can choose to test in either Issue 2 or Issue 3 until February 3, 2024.

Canada: ISED officially released RSS-102 Issue 6


Following a consultation on 6 June 2023, Innovation, Science and Economic Development Canada (ISED) published RSS-102 Issue 6 "Radio Frequency (RF) Exposure Compliance for Radiocommunication Equipment (All Frequency Bands)" on 15 December 2023 along with the following supporting documents:

  • RSS-102. SAR. MEAS Issue 1 – "Measurement Procedure for Assessing Specific Absorption Rate (SAR) Compliance According to RSS-102";
  • RSS-102. NS. MEAS Issue 1 – "Measurement Procedures for Assessing Neurostimulation Compliance According to RSS-102";
  • RSS-102. NS. SIM Issue 1 – "Simulation Procedure for Assessing Neurostimulation (NS) Compliance According to RSS-102";
  • RSS-102. IPD. MEAS Issue 1 – "Measurement Procedures for Assessing Incident Power Density (IPD) Compliance According to RSS-102";
  • RSS-102. IPD. SIM Issue 1 – "Simulation Procedure for Assessing Incident Power Density (IPD) Compliance According to RSS-102".

Canada: ISED updates reference standards for license-exempt devices


Following the public consultation on June 28, 2023, on September 12, 2023, the Innovation, Science and Economic Development Canada (ISED) website updated the list of ISED certification standards, this time with a major update to the reference standard ANSI C63.10:

  • Until September 12, 2025, manufacturers can choose ANSI C63.10-2013 or ANSI C63.10-2020+Cor.1-2023;
  • Only ANSI C63.10-2020 + Cor.1-2023 is allowed after September 12, 2025.

Canada: ISED extends mandatory date for hearing aid compatibility on mobile phone devices


On April 21, 2023, Innovation, Science and Economic Development Canada (ISED) issued a notice extending the mandatory date for hearing aid compatibility and volume control requirements for mobile devices from January 1, 2024 to January 1, 2026. At the same time, the RSS-HAC standard also states the above mandatory dates in the form of amendments.
